Following strong growth in the Scottish offshore renewables market, GoBe have strengthened the team in its Glasgow office through the appointment of two new consultants – Fraser Malcolm and Annabel Plumeridge.

Fraser brings a wealth of experience having worked across statutory and marine industry roles. Fraser previously worked as a statutory advisor to the UK Government on nature conservation issues in respect of planning and consenting of offshore operations and developments in the renewables, oil and gas and marine aggregates sectors. As a technical expert in marine ecology and the EIA of offshore developments Fraser has provided advice across a number of sectors including offshore wind and throughout the life cycle of projects from consent to post-construction monitoring.

Annabel arrives at GoBe having just completed work on the Invergordon Service Base and Nigg Energy Park developments in the Cromarty Firth and comes with a strong background in marine science and marine environmental management.

Major Milestone for world’s biggest offshore wind farm – Walney Extension

DONG Energy have successfully reached a critical milestone in the development of the Walney Extension Offshore Wind Farm in taking the final investment decision.
Walney Extension is expected to be fully commissioned in 2018, at which time it will be the biggest offshore wind farm in the world, surpassing the 630MW London Array Offshore Wind Farm which was commissioned in 2014 by DONG Energy and its partners.
GoBe have been delighted to provide support in the development of the application phase of the Walney Extension and to continue providing support as offshore consultants during the post-consent compliance phase. GoBe have provided the project with support in drafting and reaching agreement on a range of environmental monitoring plans, site investigation consents, habitats regulations assessments, and continue to provide support in drafting a suite of pre-construction plans and documents.
GoBe staff members are also currently fulfilling a number of roles on the Walney Extension project including management of the consent compliance progress trackers and programmes, drafting marine mammal mitigation protocols, Annex I mitigation plans, and are undertaking consent amendments for the project.
GoBe has significant recent and ongoing experience in the development and management of design compliance documentation across a number of post-consent projects, including the East Anglia ONE project, the Walney Extension project, and a number of projects in Scottish waters.

Environmental Consultant role:

  • Undertake assistant project management role;
  • Management of and technical input into consent related documentation (such as Scoping Reports, EIA, HRA and post consent monitoring plans);
  • Support on stakeholder engagement;
  • Support ECoW and Environmental Liaison Officer roles;

Required:

General

  • Educated to at least degree level, but preferably MSc level, in a relevant technical discipline;
  • A minimum of 3 years’ experience in environmental consultancy or relevant development or public sector;
  • Excellent written and oral communication, organisational and time management skills;
  • A professional manner with strong inter-personal skills and an ability to communicate at all levels;
  • Self-motivated with an ability to work on own initiative and as part of a growing team; and
  • Proficiency in Microsoft excel, word and pdf software;

Technical

  • Proven track record in a related discipline with a background in one of the marine sciences;
  • Demonstrable report writing and document production experience;
  • Demonstrable experience of stakeholder engagement;
  • Demonstrable understanding of the development process, the marine UK consenting process, the emerging regulatory framework and relevant Government policy; and
  • Demonstrable understanding of marine renewable energy technologies / coastal development and an understanding of the interaction of such development with the receiving environment;

GoBe Consultants win contract with ScottishPower Renewables for East Anglia ONE Offshore Windfarm Post Consent Compliance works

Following the recent award of a Contract for Difference (CfD) to the East Anglia ONE project for a capacity of 714MW, GoBe are delighted to be able to announce that they have been awarded the contract to work with SPRs East Anglia ONE development team to manage the discharge of the DCO consent conditions for all aspects of the project.

Working closely with the SPR development team, the GoBe team working with our delivery partners SLR Consulting and Insight Development will be managing the consent compliance works for both the onshore and offshore aspects of the Project. This will entail the provision of project management services, technical environmental services and stakeholder consultation. The work will require the development of monitoring plans and the delivery of key compliance documents such as the marine mammal mitigation protocol, construction method and design statements, various management and mitigation plans, and the preparation of the decommissioning plans. GoBe will be working closely with the main construction contractors and the project engineers as well as liaising with key statutory and regulatory bodies to ensure compliance is achieved and consent requirements are discharged in facilitating the broader development process.

GoBe staff members are also currently fulfilling a range of roles on marine renewables projects during the post consent phase as well as continuing to provide high quality services relating to overall EIA project management, offshore EIA project management, offshore stakeholder liaison, drafting of technical EIA chapters (including benthic, fish and shellfish, marine ornithology, marine mammals), GIS provision, and the provision of consenting and planning advice on marine licensing, Section 36 and NSIP projects from our offices in the South West of England and Glasgow, Scotland.

GoBe Consultants win contract to support Mainstream’s recent successful CfD offshore wind project

GoBe Consultants Ltd would like to congratulate Mainstream RP on their recent successful Contract for Difference win. The company are also delighted to be able to announce that they will be working with the developer on their Neart na Gaoithe offshore wind project as they progress through their post-consent phases.

The GoBe team will be providing project management and technical environmental support to Mainstream RP for their 448MW project in Scottish waters. The wind farm, which was awarded planning consent in October 2014, is expected to be generating electricity and fully commissioned by 2020.

Working with Mainstream continues the support that GoBe have provided to the offshore renewables industry in taking projects from concept to construction.

GoBe staff members are also currently fulfilling a range of roles on renewables projects including: Overall EIA project management, offshore EIA project management, offshore stakeholder liaison, drafting of technical offshore chapters including benthic, fish and shellfish, marine ornithology, marine mammals, GIS provision, and development of a bespoke digital document application for statutory consultation.

GoBe are delighted to be giving a co-authored presentation at the 5th EMSAGG conference. Presenting in partnership with Mark Russell of the British Marine Aggregate Producers Association, and Andrew Bellamy of Lafarge Tarmac. GoBe will be giving a presentation entitled “Co-existence of industry and marine conservation: practical experiences from the UK marine aggregate industry”.

The key theme of the conference, Finding common ground is on reconciling the needs of different stakeholders – whether in terms of environmental protection or potentially conflicting use. The conference aims to explore how stakeholders’ needs can be reconciled and the role of a responsible dredging industry in moving towards a sustainable outcome.

Through a range of case studies GoBe will demonstrate that co-existence of marine aggregate extraction and sites designated under European and National legislation is possible, the lessons learnt so far, and how this learning is being applied to future applications.

The GoBe team are also currently fulfilling a number of roles for the marine aggregates industry including: Overall EIA project management, stakeholder liaison, drafting of ES chapters and accompanying technical documents including commercial fisheries baseline, conservation review, benthic survey design, fish and shellfish, marine ornithology, marine mammals, and GIS provision.

Development Consent Order (DCO) for Hornsea Project One offshore wind farm granted by the Secretary of State for Energy and Climate Change.

GoBe Consultants Ltd welcome the recent decision by the Secretary of State to grant the Development Consent Order for Hornsea Project One. The Project is located off the Yorkshire coast and has been developed by SMart Wind Limited (a joint venture between Mainstream Renewable Power and Siemens Project Ventures GmbH). The DCO is for the full 1.2GW capacity and therefore, represents the joint largest consent ever awarded for an offshore wind project.
GoBe are proud to have supported the SMart Wind Ltd development team on this nationally significant infrastructure project (NSIP) during the critical examination phase of the application. GoBe staff acted in several key roles on behalf of SMart Wind, including strategic review of consent application documents, Examination Coordination, technical input to several offshore topics (marine mammals, commercial fisheries, benthic ecology and nature conservation), technical drafting of written material throughout the examination phase, stakeholder liaison and negotiations and representation at industry level (for the ORJIP and DEPONS projects).
The GoBe team offer our congratulations to the team at SMart Wind Ltd; success for the project is well deserved and a significant boost for the industry as a whole. Securing consent for a scheme of this size is an extremely complex task and many significant hurdles have been overcome to reach this point. It is fantastic therefore that after many years of hard work, significant financial investment and cutting edge science, the Secretary of State had the confidence to not only approve the scheme, but also to its full application capacity. We are delighted to have played a part in this process, and we now wish DONG Energy the very best in taking the scheme forward into construction.
