Vattenfall’s Thanet Extension Offshore Wind Farm DCO Application Submitted

GoBe is delighted to announce the successful delivery of the Thanet Extension Offshore Wind Farm Development Consent Order (DCO) application on behalf of Vattenfall Wind Power Limited. As lead EIA consultants, GoBe has provided strategic advice and delivered technical assessment services as well as overall project management throughout EIA and application process for this Nationally Significant Infrastructure Project (NSIP). Subject to granting of the DCO, Thanet Extension, located off the Kent coast, will extend the existing Thanet offshore wind farm by up to 34 turbines and potentially doubling the output of the existing 100 turbine wind farm.

Making use of its in-house team of experts and drawing upon specialist sub-contractor input where required, GoBe has been responsible for all aspects of the EIA, both onshore and offshore, encompassing a range of services beyond technical assessment drafting, including stakeholder liaison, consultation report preparation, GIS provision and the design and implementation of document management systems. GoBe has also supported the Vattenfall project team with an innovative approach to development of a project Evidence Plan. Evidence Plans have been utilised in a number of recent projects to aid in the discussion of ecological topic areas; the approach adopted by Vattenfall with GoBe support has been to broaden the Evidence Plan remit and facilitate discussion of all key topic areas. Widely endorsed by the statutory advisory bodies this approach has enabled significant progress to be made in discussion of the evidence base in advance of the final application.

GoBe staff members continue to support the Thanet Extension project and will provide technical, strategic and project management support throughout the upcoming examination phase of the DCO application process. GIS Consultant Role:

The successful candidate will work as part of the GoBe UK team contributing to the successful delivery of EIA and planning services to our Clients and will be expected to work both independently and as part of larger multi-disciplinary teams. Key responsibilities
Company level
• Provision of GIS support on our UK project portfolio; and
• Provision of data management support and data development.
Project level
• Assist with the GIS data manipulation and presentation of graphics for inclusion within reports and other documents;
• Utilisation of existing GIS tools and data management procedures and identifying opportunities for bespoke approaches where appropriate;
• Advise project staff on all GIS related issues as required;
• Management of project GIS databases; and
• Presentation of GIS project material at project meetings, workshops or stakeholder engagement events as required.

Required:
General
• Appropriately trained and educated to degree level in a relevant technical discipline (GIS), with understanding of data processing, analysis and management;
• Experience in working with ArcGIS software and its concepts and techniques;
• Experience of addressing common problems faced when mapping the coastal and offshore zones (e.g. coordinate systems, projections, vertical datums);
• Demonstrable experience of managing and manipulating GIS data;
• Knowledge of metadata standards and their application;
• Good written and oral communication, organisational and time management skills;
• Self-motivated with an ability to work on own initiative and as part of a growing team; and
• Proficiency in other standard software such as Microsoft excel, word and pdf.
Technical
• Delivery of GIS support and data management within projects to high standards on time and to budget:
• Knowledge of main sources of marine environmental data (e.g. Marine Scotland National Marine Plan interactive (NMPi), Scottish Natural Heritage SiteLink, Fish Sensitivity Maps, Historic Environment Scotland wreck data);
• Assist in the effective development of data management strategies; and
• Keep up to date with business developments related to GIS and data structures.
Advantageous
• Previous experience in environmental consultancy, preferably working within marine environments and / or offshore renewables projects;
• Attendance at a recognised, specific marine / coastal GIS training course;
• Demonstrable presentational skills and experience of other mapping software such as CAD; and
• Understanding of UK planning policy and EIA requirements.

Triton Knoll Electrical System Consented!

Following on from the successful consenting of the Triton Knoll Offshore Wind Farm, for which GoBe provided examination strategy advice, fish ecology expert witness services, and stakeholder liaison/consultation support, GoBe are delighted that the Triton Knoll Electrical System has also received successful consent. GoBe have continued to support the project in providing strategic and technical support in the development of the scoping report, preliminary information report, Environmental Statement, and Public Examination phases of the Triton Knoll Electrical System.

A key area of GoBe support has been the innovative approach to development of a project Evidence Plan. Evidence Plans have been utilised in a number of recent projects to aid in the discussion of ecological topic areas; the approach adopted by RWE Innogy with GoBe support has been to broaden the Evidence Plan remit and facilitate discussion of all key topic areas. GoBe staff members fulfilled a number of roles on the Triton Knoll Electrical System project including: Overall EIA project management, offshore EIA project management, offshore stakeholder liaison, drafting of technical offshore chapters including benthic, fish and shellfish, marine ornithology, marine mammals, GIS provision, and development of a bespoke digital document application for the PEI consultation phase.

GoBe staff are now continuing to support the project in providing offshore post-consent compliance guidance, including drafting monitoring plans, post-consent programme, and strategic compliance support.

Senior or Principal Consultant Role:

The role represents an exciting opportunity for a highly motivated candidate to help shape the direction and growth of the business in Scotland and the wider UK.  In performing the role, the candidate will become an important and influential member of the GoBe team.

The successful candidate will form part of our experienced team in Glasgow, providing consultancy advice to our existing clients in addition to developing the business across existing and new sectors.  The preferred candidate will be expected to work both independently and to lead larger multi-disciplinary teams to deliver support on multi-billion pound offshore energy infrastructure projects.

In delivering the role you will be supported by the company directors and senior staff from both our Scottish and English offices and will be expected to support the existing team in Glasgow.

Main Duties and Responsibilities:

  • To support the delivery of large scale marine and coastal infrastructure projects, in the following areas:
    • Project management including client liaison
    • EIA delivery (including technical assessments and report writing)
    • Consenting and planning advice
    • Post-consent compliance (including ECoW type roles)
    • Stakeholder consultation and negotiations
  • To work closely with the GoBe management team to identify and cultivate new business opportunities in our existing core markets and seek new markets
  • To provide technical and/or management support to other team members

Required Qualifications and Experience:

Essential:

  • BSc in a related discipline (or equivalent level)
  • Minimum of 5 years experience in managing and delivering consents for marine or coastal projects in at least one of GoBe’s core sectors or demonstrably transferrable experience from other sectors
  • Experience of liaising with clients and stakeholders
  • Project management experience including management of subcontractors and associates financial management and administration
  • EIA and technical report-writing
  • Excellent organisational and time management skills, inter-personal and communication skills
  • Ability to work on own initiative and as part of a growing team
  • Business development and tender preparation

Desirable:

  • MSc or higher in a related discipline (or equivalent level)
  • Understanding of project development, the Scottish consenting process and relevant Government policy
  • Experience in managing and mentoring staff or other line-management experience
  • IEMA membership or chartered status (or similar, relevant professional membership or accreditation)

More resource bolsters GoBe consultancy team

Having enjoyed the most successful year in the Company’s history GoBe have moved to bolster its consultancy team at its Headquarters through the appointment of two new recruits – Sophie Cousens and Phil New.

Sophie has extensive experience in the assessment of the recovery of ecosystems in marine protected areas, the impacts of a variety of activities on the marine environment including the ecosystem impacts of renewable energy installations and aquaculture and oil spill and dispersant toxicity to various organisms. Sophie also brings practical experience of marine ecological field work, video analysis, sample processing, statistical analysis of data and report writing.

Phil brings with him a strong background in marine biology with practical experience of field work, statistical analysis, ecosystem modelling, and GIS data management. Phil’s recent work has focused on the management and analysis of large data sets through the development and management of databases and developing automated data analysis tasks, and providing GIS support across a number of projects.
